The CReIAMO PA project is broken down into nine lines of intervention, seven of which are related to two of the three thematic priorities set out in the Seventh Environmental Action Plan (7 EAP, Decision 1386/2013/UE) and two to the horizontal actions set out in the same Action Plan as a supporting framework to achieve the objectives of each priority. The supporting framework is constituted by all the lines of intervention that have a functional value in implementing those lines with thematic and sectorial characteristics. In this respect, these are the measures that aim: to improve knowledge and core elements of the environmental policy; to enhance the assessment procedures; to improve the environmental integration and coherence of policy, both within the framework of the environmental policy itself and also between the environmental policy and
other related policies. The CReIAMO PA Project aims to bypass the specialized support approach with ‘replacement features’ in favour of an action that uses new operating methods and relies on the assets of knowledge and local success stories. To this end the project proposes innovative patterns to strengthen the environmental, technical and administrative skills of the staff of PA and other public bodies. The systemic action for a more efficient PA, coordinated by the Italian Ministry of the Environment, aims to improve the effectiveness of services provided in the area line of the environment overcoming the weaknesses of the administrative system, as identified and recognized by the National Operational Programme on Governance and Institutional Capacity 2014-2020.

The company Sogesid, an in-house company of the Italian Ministry for Ecological Transition, has the role of Implementing Body. Sogesid supports MiTE in reaching the project goals, implementing the lines of intervention and the managing, monitoring and assessment activities of the CReIAMO PA Project .
Thematic Priorities

Critical issues

  • Overlapping between the compliance of various levels of government and absence of multilevel governance.
  • Low control over administrative obligation costs charged to enterprises and citizens, which has an impact on the actual timing of the conclusion of practices and procedures.
  • Excessive diversification of obligations, procedures and forms between regional administrations and also between local administrations in the same region.
  • Difficulties in managing complex procedures, in particular those which require the acquisition of documents by a high number of administrative bodies for setting up businesses (environmental permissions, landscape permissions, etc.).

Action Strategy

Inclusion of environmental requirements in public procurement procedures
In accordance with the priorities established by the Europa 2020 Strategy, with the Partnership Agreement promoting the inclusion of an environmental element in all the Thematic Objectives set out in Regulation (UE) n. 1303/2013 and in the National Operational Programme on “Governance and Institutional Capacity 2014-2020”, the CReIAMO PA Project is a part of Action 1.3.3. “Action to improve central and regional administrative capacity, for the environmental sustainability integration” and in synergy with the infrastructure projects financed by the European Regional Development Fund (ERDF) and the Cohesion Fund (CF).
The modernisation of PA is a process based on the three pillars of sustainable development (environmental, socio-institutional and economic) and it ensures that skills, knowledge and competences acquired are capillarity and long-lasting. In this respect the project aims to promote an administrative culture oriented to reinforcing all the aspects of environmental sustainability at all its different stages (planning and programming, implementation, management, monitoring and controlling, auditing) adopting an approach to overcome a single-issue or one-sector logic

Public policy

The CReIAMO PA project increases the capability of regional and local administrations and implements the principle of environmental sustainability in public policy.
  • Cooperation

    To strengthen the coordination and to increase the cooperation and interaction between entities/offices/bodies (both within the same body and between different body) involved in various ways in managing environmental investments; to simplify the information flows to ensure the integration of environmental element in national and regional development policies; to support effective planning, especially for innovative and recently introduced issues in the legal and regulatory framework (GPP, CAM, phytosanitary products, climate change, etc.).
  • EU Directives

    To ensure prompt and correct implementation of both EU Directives, including those more recently adopted, and sector regulations, also in order to resolve controversy with EU.
  • Strategic Plan

    To fill gap in the national orientations and guidelines on the strategic, methodological, organizational and content level, for: environmental assessment procedures; drawing up and updating Sector Plans consistent with EU Directives, integrating and making them synergic with national, regional and local planning and programming instruments; reform processes (Law n. 221/2015 art. 51 on Basin Authority reorganization) and support for the transition phases (transition from a linear to a circular economy for efficient and effective use of resources) and/or for the introduction of innovations (GPP and phytosanitary CAM adoption).
  • Data Sharing

    Systematization and sharing of data, information and experiences to stimulate knowledge and information exchange between PA, enterprises and research bodies. The excessive dispersion of data and difficulty of consultation (both by professionals and citizens) represent important critical issues for the optimization of multilevel governance processes and the building of administrative capacity.In addition, there is a lack of knowledge and dissemination of best practices already proven at local level.
  • Participation

    To enhance participatory process during the entire life cycle of plans/programmes/interventions (from the drawing up and planning phase to their complete implementation); to raise awareness and change the perception of the community toward specific issues.
