Environmental and Energy Management Models, this Work Package includes training and coaching in order to promote environmental and energy management models aimed at improving the environmental performance of local and regional administrations with a view to reducing climate changing emissions.
Approaching environmental issues at local – not just global – level and disseminating awareness and administrative culture able to include environmental considerations in PA actions are crucial elements for reducing anthropic pressure on the environment and tackling negative effects on natural resources, living conditions and economic systems. In particular, climate change represents one of the major consequences of anthropic activities because it is caused mainly by greenhouse gases (GHG) produced and emitted by human activity. For this reason, the actions set out in Line of Intervention n. 3 ‘Models and tools for the transition toward circular economy’, Work Package 2 ‘Promotion of Environ-mental and Energy Management Models in PA’ are aimed at promoting the re-gional and local administration activities of measuring, managing and improving environmental performance with a view to reducing climate changing emissions, with reference to the overall organisational structure, adopting an approach to overcome a single-issue or one-sector logic.
The objectives of Work Package n.2 are:
- To improve the knowledge of local authorities and regional agencies on pol-icy and tools for PA to measure and monitor environmental performance, us-ing tools such as the Carbon Footprint Calculator;
- - To improve the capability of local bodies and regional agencies to collect and process data in order to plan and realise measures for the reduction of climate changing emissions.
Work Package 2 includes following actions:
A3.4 Preparatory Actions
Involvement of regional and local authorities in the WP activities through collaboration agreements for the adoption and dissemination of environmental and energy management models.
A3.5 Training and transfer of Know-How
Training in policies and tools for the analysis and monitoring of environmental performance in sustainable land management, with particular reference to green-house gas emissions.
A3.6 Actions for the definition and development of environmental and energy management models
- Analysis of the most commonly used methodologies for environmental and energy management;
- Drawing up a guideline document for the collection, analysis, interpretation and reporting of environmental performance and data on climate changing emissions. Development and practical implementation of the environmental and energy management model.
A3.7 Coaching on the job on key sectors of the environmental footprint to systematise the environmental and energy management model
Coaching for regional and local PA employees in the resolution of specific issues related to the application of the environmental and energy management model at local level; identification and planning of economically efficient interventions, aimed at reducing the climate footprint.
A3.8 Actions aimed at communicating the activities carried out at regional and local level and at raising stakeholder awareness
Dissemination of the results achieved by the actions taken and raising stakeholder awareness.
